Almost every destination requires Pakistani educational documents to be verified before they will be accepted, and the verification runs as a chain rather than a single step. Each link has its own processing time and each depends on the one before it.
This is the most reliably underestimated task in the whole process, and the one that most often costs an intake for reasons that have nothing to do with the strength of the application.
The usual sequence
Degrees and transcripts are typically verified by the awarding institution, then attested by the Higher Education Commission, then by the Ministry of Foreign Affairs, and then legalised by the destination country's mission or apostilled where that applies.
Secondary certificates follow a related route through the relevant board and IBCC. Personal documents such as birth and family registration certificates have their own chain through NADRA and the ministry.
Why it takes longer than expected
Each stage has appointment availability, verification back to the issuing body, and its own backlog. Corrections such as a name spelled differently across documents restart parts of the chain.
Name consistency across passport, certificates, and identity documents is worth checking at the very start, because resolving a mismatch late is far more disruptive than resolving it early.
Apostille or legalisation
Requirements differ by destination and have changed, so confirm the current chain with the specific mission rather than following an older guide. Some countries now accept apostille where they previously required full consular legalisation.
Ask what the destination requires, in writing, before you begin. Redoing an attestation because the wrong route was taken is expensive in the one resource you cannot buy back.
Translation
Several destinations require sworn or certified translation, sometimes by a translator recognised in that country rather than in Pakistan. A translation done by the wrong person is not a translation as far as the receiving authority is concerned.
Confirm who is permitted to translate before paying for it.
